The Grace Advisory Board has the authority to act on behalf of the congregation between meetings of the Voters Assembly. That authority is limited by the decisions of the Voters' Assembly and by the Constitution and Bylaws. Consequently, any decision of the Grace Advisory Board may be appealed to the Voters' Assembly.
